| It would be nice if someone could help me with a problem.
I have a buyer with whom I have repeated problems. He doesn't accept my shipping
costs and wants to discuss it. If I cancel an unpaid order, can the buyer give
me a bad rating? Is it possible to block this buyer for the future?

Yes, it is possible to put him on your stop list:

"By default, everyone can buy from everyone. There could be cases, however, where
a seller might want to deny service to a certain BrickLink member. The seller
has the option to Stop List any member.
BrickLink neither supports nor denies a seller's decision to stoplist someone.
Stop List Reason:
When you stop list a member, you may also optionally enter a reason why you are
putting that member on your stop list. The reason is only viewable by you and
not displayed to the member stoplisted."

Ja, du kannst den Käufer auf deine Stopliste setzen.

Possibly. But you need to consider why that might happen. If your shipping costs
are clearly displayed on your Terms page, or if you have implemented Instant
Checkout for all orders then the buyer has no reasonable excuse.
At a macro level, this goes back to something I suggested last year, that anyone
leaving a particular type of feedback, it will also be linked to the feedback
they received.

I have the same thing. Shipping and handling costs are clearly indicated in my
terms & conditions. Customer places order and request lower shipping cost after
that.
I tell the customer: no problem, I will cancel the order using the NPB system
(Non Paying Buyer). This avoids the buyer from posting (negative) feedback on
the order.
