I just received a message from a seller about a very odd shipping issue. I'll
quote the message below:

"Unfortunately, I just received a notice from paypal and the USPS telling me
that I owe another $27.46 in unpaid postage on your package because it was "delivered
to a garage or other location.""

So, I looked up the tracking and that item is recorded at the time of delivery.
I also searched for it online and found nothing about up-charges related to
it. What am I looking at with this charge. The seller is asking me for the
money, as if I had something to do with the tracking item. As far as I could
tell the package was delivered the same as hundreds before..including many BL
orders dropped at my house (as opposed to my mailbox) that have never incurred
an additional charge.

Is this maybe a scam? Postal carrier error? USPS scam? Who needs to argue on
who's behalf to resolve it?

There should be a resolution process somewhere for your seller to appeal to.
Reply back kindly that the notice is inaccurate and share with them as much information
and documentation as you can so they can fight it. Lots of technical problems
at USPS right now...

Do you still have the packing box, with the label on it ? My guess is that the
shipper either under quoted the weight, or possibly did not take into account
the package might be dimensional. What set, or sets, were inside the package
?

It was three small sets amounting to 2 lbs 0 oz. Original shipping charge to
me was $10.25 for "Priority Mail 2-day" From TN to VA. I feel like underpaying
for shipping isn't likely for a BL Store that does regular orders.

Hmm, yes, and neither is asking for more money once the package has shipped.

Maybe a dimensional issue the postal carrier noted when attempting delivery?
2lbs is not very heavy but maybe the box was oversized? Just throwing out guesses
here at this point. As far as being a buyer in this situation there is nothing
you should do, you paid, you got your item, the seller needs to look into this,
but obviously answer any questions they have if you can help.

I wouldn't think a reasonable seller would flat out just ask for more money.

It's probably a USPS error - errors aren't common, but neither are they
completely unknown - although I have to say I've not heard of this one before.
Typically a First Class parcel gets misidentified as Priority Mail and then USPS
charges the sender for it (this can be appealed). The sender (the seller) should
definitely appeal, but I don't see how the buyer could be held responsible
for it. Of course you should help the seller out with whatever information he
might need for the appeal.

Reading some more about this notation, it seems that when the USPS delivers the
package there is a list of options they can choose from for the delivery scan:
"Delivered In/At Mailbox", "Delivered to Individual at Address", etc., and "Delivered
to Garage or Other Location" is one of these options. Choosing this option just
means that the courier didn't feel that leaving the package by your door
or on your porch or whatever was safe - it's meant only to tell you, the
recipient, where the package was left. Perhaps this option was chosen by accident.
In any case there's no additional charge for it.

That doesn't mean the seller is running a scam, there may well have been
an additional charge but this wasn't the reason for it. It could simply be
that the weight was calculated incorrectly. All that said, it's an issue
for the seller to look into.

If true, this is an unfortunate situation for the seller. However, it is the
seller's situation; not yours. Since you already paid the invoice (which
I assume included the seller's postage charge,) you are not bound to pay
any additional postage. Also the whole thing sounds hokey to me since delivering
to a garage is generally not something approved by the postmaster general, and
charging extra for it is quite odd. Maybe your address was confused with someone
else's by the USPS?

This sounds like the seller needs to appeal to the Postal service. I just got
done doing this for a small package I sent where the USPS was trying to say I
used the wrong package and wanted another $14.00 in shipping for a package that
weighed 2oz. From what I have been told the Post office uses scanners that weigh
the packages at certain points. Sometimes this system gets a couple packages
together and thinks that the wrong postage was used. It can take sometime for
the seller to appeal the charge but as long as he did not use the wrong size
priority box with the label he printed he should be able to get his money back.
Either way this goes it is not the reasonability of the buyer to pay this extra,
getting delivered to a garage has no bearing on the cost.

This is an issue the seller should take to USPS not you. They can email order
detail and shipping information to VerifyPostageHelp@usps.gov with Adjustment
ID.
