Why is one classified a headgear and the other a hair? I was looking for the
goggles version and couldn't find it until I looked at the Apocalypseburg
Abe minifig inventory. I think they should be under the same category. Whether
it's hair or headgear I guess is up for debate, although there are a lot
of these hair/hat combos under "hair":

So maybe the plain black one belongs under the hair category?

I don't think it really matters where all these hair/hat combos go, as long
as they're in one place. I'm curious how some ended up in different categories,

with hair (if there is one), or move into one category please!

Our catalog is a work in progress! Parts are submitted by volunteer contributors
and approved by volunteer admin over long stretches of time. LEGO changes their
products, adds new variety and more and more parts and we keep changing too.
You can submit changes requests for any oddities and inconsistencies you find.
The catalog notes for these parts are:

Minifigure, Headgear - For minifigure head coverings, excluding hair. Most or
all also fit micro and mini dolls.

Minifigure, Hair - For hair and hair/headgear combinations that primarily appear
on minifigures. Most or all also fit micro and mini dolls.

Even these definitions are relatively new. It looks like most of the Combos
started being put in the Hair category around 2015. Many of the leftovers in
Headgear were added to the catalog before that. Some of these are also fairly
subjective. How much hair needs to be present for an item not to be listed as
Headgear? etc.

Please keep in mind that parts that need to be moved to a different category
are now usually handled in batches to reduce the impact this has on sellers.
Perhaps an admin can chime in and let us know if the Hair/Hat combos will be
corrected in the next major update.

This catalog request was made two and a half years ago. A catalog expert promised
the requestor at that time that the parts would be quickly added to the list
of items to be moved.
