In many sets from the 90s (e.g. 6354) BL reports 3626bp01 Yellow Minifigure,
Head Standard Grin Pattern - Blocked Open Stud while Peeron and others 3626ap01
SOLID Stud. How should you regulate?
Grazie!

It is not exactly known which set came with which head type but there was a longer
transition period from solid stud to blocked open stud around 1990/1991. Therefore
many minifigs (including those from set 6354) have an inventory note which states
that they can also have a solid stud head.
