sorry, some of these rules are being answered clearly enough

I'm in the US.. a guy in Sweden ordered and invoiced on the 29th, but didn't
pay til today..

almost $300 US, so way over the 150 EU limit?
is VAT due?
is it supposed to show up automatically?
Paypal shipping thinks it's included, wants a VAT/IOSS number for the customs
form

Hmm, shouldn’t the assessment and collection (re)done when the buyer pays?

Anyway, even if it were today, it’s above €150, so BL wouldn’t assess and collect
VAT on this sale.

Indeed
But, they could also send a new invoice.

Actually, IIRC, the payment can still be pending because the limit is set at
the date the package was sent: if it was sent before July 1st, then it’s okay
if VAT wasn’t collected by the marketplace, otherwise, it should have been collected
and Customs can then be very unhappy… well, okay, they always can and I’m sure
they are more lenient during the transition (i.e. they just charge the VAT, no
added penalty).

But that’s still not the case here, so it’s angels on pinheads

You only get to use BL’s IOSS when BL collects the VAT.

so in theory, this order is above the trigger point, and I'm not an EU seller,
so there is no VAT to be collected, and nothing to plug into the customs form
(the amount will show on the form)

There’s VAT to be collected but it will be “import VAT” and collected from the
buyer by Sweden’s customs or the postal services as a proxy.
