| Dear all,
I would like to hear your opinion / judgement on the following case.
I placed an order in a European Union country (I am located in Germany). The
seller offered instant checkout with Paypal onsite payment as one option and
also manual bank transfer.
I chose the Paypal onsite option, not least because it is quick and convenient
and you see instantly that your order has the status Paid. The invoice included
shipping costs and a moderate handling fee. The onsite payment went smoothly.
Now 15 minutes later the seller send me a message that I have to pay an additional
fee that should cover currency conversion costs and this fee is arbitrarily set
to 10% of the total order value.
I am of the opinion that such a procedure is not in accord with the idea of instant
checkout with onsite payment, i.e. you see before placing the order what you
pay. And you also see in the Paypal process what is the final amount of your
invoice.
Therefore, I wrote just that to the seller and stated that I think such additional
invoice after completion of the onsite payment is debatable.
Any comment on this would be greatly appreciated.

That wouldn’t change the problem: Instant Checkout means all the fees are to
be included in the invoice / payment request, and there’s only one payment.
I’d report the seller to BL.

I actually did not check, because I assumed that instant checkout with onsite
payment would imply that I see what I pay before I place the order. It has been
always like that for any order that I placed using onsite payment.

I actually did not check, because I assumed that instant checkout with onsite
payment would imply that I see what I pay before I place the order. It has been
always like that for any order that I placed using onsite payment.

I don't think it matters whether it is in the store's terms or no. Surely
it is contrary to BL's terms - it would probably fall under Fee Avoidance.

| Instant Checkout should be a final total for the buyer to pay. There's no
point to having IC otherwise. I believe the PayPal currency conversion fee is
4%, so the seller is padding the PayPal fee.
This being said, a buyer cannot force a seller to sell them something and a seller
can't force a buyer to buy something. I am aware of BL language stating that
an order is a "contract", but practically speaking if you want your order filled
you will probably have to pay the extra 10%. The seller appears to have bad business
practices, but unfirtunately that's the way it is.

| I don't think the buyer should cancel the order. If the seller won't
send it then the buyer can start an NSS.

Agreed. But I think if the order is going to be cancelled it should be at the
seller's initiative (in this case), not the buyer's.

Dear all,
thanks for the helpful comments. Based on this, I have explained the situation
to the seller, emphasizing the fact that this is against BL rules, and the seller
has accepted this now. My further suggestion was that the seller should limit
payment to his native currency if worried by currency conversion fees.
