Could someone explain why the mushroom in sets such as https://www.bricklink.com/catalogItemInv.asp?S=71366-1
is not counted as a 'minifig'?

There is presumably some logic to it but, given it has eyes and appears to be
as sentient as the other two in that set, I'm not sure I understand why.

Are the 'rules' concerning what constitutes a minifig explained anywhere?

Well, in the games they are not really a “character”. They are an item. In the
games, they don’t really do anything but move side to side and Mario just eats
them.

The super mushroom is not a character. It is just an item in the game like a
coin or a power-up star. Also, the LEGO descriptions do not refer to it as a
"figure", whereas the others are.

This is a good question, Huw. For most of BrickLink's history there were
no written definitions of figures and thus no criteria for categorizing them
or even what they were.

We're in the middle of trying to make sense of all that right now and the
Mario figures have been a good test of our standards and how well they work.

Although a mushroom is just an object in the Mario games, it is similar to what
we would consider a figure in this set. It has a scanner code like other figures,
a name, a face, and doesn't appear to be just an object. So this one should
probably have a figure entry on BrickLink.
