Sets: Service Packs: Technic

This set was released in 1993, and the inventory claims it included a smooth
half bush. This may have been an alternate if the set was sold through 1997 or
later, but I very much doubt it had a smooth bush four years before any other
set. Does anyone have some insight into this? Should it be listed as an alternate?

The image shows the set with a smooth bush, but I'm not sure where it came
from. On other sites I've seen an image that looks to be from a Lego catalog
that shows a toothed bush. Based on the timeline I'd expect that the toothed
bush is correct, although the smooth one may have come in later releases depending
on how long it was available.

I have found an ebay listing (401496087116) which shows this set with smooth
bush and code 5029, so that is a copy from late 1999. The service catalogs show
the change from toothed to smooth bushes:

Is that enough evidence to add the toothed bush as the regular item? I think
we can be sure that sets from 1993-1996 did not have the smooth bush.
