Just found a good-quality parts list. Guess the one used to inventory this set was a little blurry. In fact, it must have been a lot blurry. Please remove the inventory note when these requests are completed.

Note the all of these changes will make the parts count 229, which is one more
than printed on the set box. However, this was common in the early '90s
because this was the time brick separators were introduced as regular items in
sets. There would have been an earlier version of this set without the brick
separator and the parts count on the boxes of similar sets were not updated to
reflect the change.

Or, to put it differently, the brick separator was (gasp!) an extra part.
