| I enjoyed the first test so much that I've made another.
I inventoried this set just over a year ago:
There is an uncorrected error in the inventory. The error stems from unwritten
(but rather commonsense) policy related to either the catalog or inventories.
What is the error and what is the unwritten policy?

Yellow Turntable 2 x 2 Plate, Base with Light Gray Turntable 2 x 2 Plate, Top
(3680 / 3679)
supposed to be in two separate parts in the main inventory and as 'build'
in counterparts?

No, the part arriving in new sets disassembled is a more recent phenomenon.
As you can see from sets in 1998, this part came assembled:

I have no idea, and it is bothering me! 😬
Is it related to the construction of the Minifigs? I notice that both are depicted
with red legs in the set image.

Correct! And close enough to what I was looking for that I will count it right.
So the unwritten policy is that when figures are not clearly defined, then they
are not added to the catalog. This usually only happens for sets that lack instructions,
but has been an issue for other sets, too (like when a figure is included with
both male and female hair).
So for this set the male figure is shown both with red legs (while standing on
the shoulder of the giant) and blue legs (while seated in the amusement ride).
This set, being Freestyle, likely didn't include instructions. So the male
figure should not have been inventoried in the set. I only recently discovered
my error. Oops.
I probably approved that inventory myself, BTW, since I was an IA at the time.
What needs to happen here is that both figures should be removed from the inventory
and their constituent parts added to the inventory instead.
As a reward for getting it pretty much right (and it was a tough one), I will
release a truly rare item: a photograph of myself. This is the first time one
of these has ever appeared anywhere on BrickLink and you will be the first to
see it. It was taken within the last six months.
As promised, it is not a prize.

The flowers? [p=3742c01] since presumably the build and the instructions only
show the use of 3 of the 4 on the sprue, the remainder being an extra? I don't
think I have ever seen a set use all 4 of those on the sprue.
