So there's an item on eBay that is not in the BrickLink catalog: 372862431557

I've attached pictures. The interesting thing is the copyright date on the
packaging (1984) and the item number (198561). That figure didn't first
appear until several years later:

Minifig No: sp015 Name: Futuron - Red
*
sp015 (Inv) Futuron - Red
Minifigures: Space: Futuron

So then I looked around and saw there are a number of items in what looks like
the same packaging with what is almost certainly the same item number. Search
for the item number on BL to find four of them, but there are quite a few more:

Gear No: KC100 Name: Classic Space White Figure Key Chain
*
KC100 Classic Space White Figure Key Chain
Gear: Key Chain: Space: Classic Space

Some of them would not have been released in '84. So all of that to say
that the copyright date on this bag is not trustworthy. It appears to be a generic
bag the company liked and used for a number of years.

198561 is only the number of the bag.

I have a few of those keychain polybags and can confirm that the item number
is repeated, despite the contents.

Thank you for the confirmation!

It's not just key chains, though:

Gear No: 198561-1 Name: Pin, Captain Red Beard Minifigure with Red Parrot, Pocket Clip
*
198561-1 Pin, Captain Red Beard Minifigure with Red Parrot, Pocket Clip
Gear: Patch & Pin: Pirates: Pirates I

I thought it might even be sets, but I see that this one has a different item
number (similar bag and same copyright year):

Set No: 199384 Name: Lion Knight polybag
*
199384-1 (Inv) Lion Knight polybag
1 Part, 1 Minifigure, 1984
Sets: Castle: Lion Knights
