The hinge plates are used as red/green pairs and not red/red and green/green pairs and were not supplied as such. So it's incorrect to represent them like this. If individual hinge plate parts are not to appear in inventories then it will necessary to add two new hinge plate assemblies

I checked the building steps in the instructions where they are used. They are
shown as complete assemblies there. Do you know if they came assembled in the
set? In that case I'd say that the assemblies should be added to the catalog.

Not sure. But I do know that Lego supplied these assembled as both variants
appeared in the pick-a-brick at Legoland Windsor around the same time as the
set was in production.
