I have no idea what it's from, but I do find it very interesting. The non-stud
end looks like it's the same as a notched 2L axle, which means that there
are all kinds of places that it could securely fit as either a decorative or
functional piece.

As others, never see that before, still the shape and the notch in an axle shape
suggest to me it could be part of some NXT/Mindstorm sensor end, toggle switch,
a toggle for a light brick or toggle/release switch of a windup motor.

I have checked all this kind of parts known in BL without any luck, my closest
match is the button on the left side of the Code Pilot (but the red button does
not have Lego logo on it)

Part No: 32021c01 Name: Code Pilot
*
32021c01 (Inv) Code Pilot
Parts: Electric, Programmable

Last guess: kind of pin to keep Technic parts with axle hole together/in place,
especially flat liftarms like 11478, in place or a wheel decoration.

Good opportunity to make a forum challenge, this could become the quest for the
mythical "pièce de résistance" .

As others, I don't know from where this part is.
But I did some researches too.

It can come from Gear sets for example:
The "red point" of

Gear No: 4285303 Name: Clock Set, BIONICLE Toa Hordika
*
4285303 Clock Set, BIONICLE Toa Hordika
Gear: Clock: BIONICLE

Others unlucky ideas:
[g=64776]

Part No: 4616ac01 Name: Fabuland Airplane Motor / Engine Block, Small Pin Hole with Pin and Yellow Propeller
*
4616ac01 (Inv) Fabuland Airplane Motor / Engine Block, Small Pin Hole with Pin and Yellow Propeller
Parts: Fabuland

This part look small to be an axle, maybe it's used to close a '+'
hole.
for example

Part No: 32064 Name: Technic, Brick 1 x 2 with Axle Hole
*
32064 Technic, Brick 1 x 2 with Axle Hole
Parts: Technic, Brick

Thanks for the effort. I also thought that it could be a button from some LEGO
clock or watch. But as I see those buttons don't have LEGO name molded there.

All I can say is that I really would like a part like that! I can already
think of some situations I could have solved easily with that. Hopefully some
sleuth can sort this out for us. Please keep us updated.

I *had* seen it, probably at the same time as the new 2x4 brick with axle holes
and that technic connector block...

But I can't find it so I probably noticed the part when I was looking at
new items pending approval in our catalog...

So, no other numbers or marks anywhere on it?
Like others, I can see countless problems to solve with this but like others
before me, steer clear of Bionicles...looks suspiciously like Bionicle instead
of our endeared Technic

Speaking of Bionicle, you could have one of those common Technic ball-joint
balls (32474 or 53585) with just a stud sticking out the side when combined with
such a piece. That's got me brainstorming...

Sort of reminds me of this thing someone 3D printed:

https://www.myminifactory.com/de/object/3d-print-1l-lego-technic-liftarm-81004

Of course you wouldn't want to get THAT stuck in a 32474! (I occasionally
run into a similar 'homemade solution' when I find 1L axle stubs snapped
off of Bionicle detail parts in used LEGO batches. I had to drill a tiny center
hole and drive a fine screw into the bit to remove it on a couple occasions.)
