When you look at sets with this part(#10197) set #70164 is one of them, but if you look at inventory, none are shown.

Because it is in this minifig inventory 
Use function "Break Minifigs" on set's inventory page and it will appear
Request will be rejected as this part is in inventory of this set alredy.
