My set had 8 normal and 3 extras

I have checked the instructions thoroughly for this set. The black cheese slopes
are used in three steps in the building process: two of the steps use parts from
the bags labeled with a 1 and one of the steps uses parts from the bags labeled
with a 2.

From this information alone, it is hard to say whether TLG included only one
extra cheese slope for each set of numbered bags as a whole (which would account
for two extras) or whether an extra cheese slope was included in each of three
separate bags used for the three unique building steps (which would account for
three).

Unfortunately, I don't have the answer, and my analysis of the distribution
of other extras currently listed in the inventory supports both methods. Therefore,
I think we will allow this change on the basis that extras are a finicky beast.
