| Hi,
I know there is a list of unreleased sets here on the website, but i have some
pictures of two games, also their building instructions and brick list. Am i
allowed to create a page for this game and add an inventory ? The first game
i have is Story Mixer, ref 50004.

From this source, I'd agree with your "no" regarding an inventory - but I'd
say "yes" to an addition to this list of unreleased items:

You have the actual instructions, or you have the ones downloaded from the lego
website? I assume the latter. Similarly, I assume the pictures are the ones also
downloaded.
I don't believe the instructions or box for this set (gear) actually exist.
The idea of it exists, but the set doesn't.

Yes, I know. But I have never seen a photograph of the real instructions, for
example, just the digital version. And the how-to-play instructions don't
seem to have been released at all. And I don't think anyone has ever seen
a box or the missing microfigs, for example, suggesting that they never got that
far before being canned.
Thus the idea exists but the set doesn't.

According to the current catalog rules, no. Hopefully that will someday change.
The BrickLink catalog already includes 48 unreleased items, so the logic of
excluding further items from that list escapes me.
As for an inventory, yes. If the item did have a catalog entry as an unreleased
item, then it would be eligible to also have an inventory. My concern with this,
though, is that parts in unreleased inventories should not be included in the
parts database. Unfortunately, right now they are.
Ideally the inventories of unreleased items would be sequestered in some way
from the catalog itself to avoid parts appearing in more colors or years than
they actually did appear. That would require some coding, though, which appears
to be a scarce commodity.

I just wanted to add that there are examples of sets which have instructions
prepared by LEGO, they were showed on LEGO pages but set was cancelled and never
released and in parts list are parts which are exclusive to set which were never
seen. So even if someone would like to recreate set would not have all the parts
