This may actually be an error instead of an alternate.

I was surprised that that piece would me made in metallic silver, but there are
quite a few of them. And it isn't used to hold pins in this model. It's
an umbrella stand on step 53.
I don't have the set.

Considering that the PCC in the set instructions shows metallic silver and you've
verified that in two sets, I'm going to say that this was simply an error
on the part of the original inventory.
Therefore, I approved your request and then moved the part from alternate to
regular. I deleted the flat silver part. I also notified the original inventory
submitter of the change in case that person can provide any further insight.
