* Add 1 Part 90190 Magenta Bear 'Lotso' Arm - Left
* Add 1 Part 90203 Magenta Bear 'Lotso' Arm - Right
* Add 1 Part 90187c01pb01 Magenta Bear 'Lotso' Body
* Change 1 Part Dark Purple stretch Octopus, Toy Story (Stretch) - Complete Assembly {Regular to Counterpart}
* Change 1 Part Magenta lotso1 Bear, Toy Story (Lotso) - Complete Assembly {Regular to Counterpart}

As you are no doubt aware, that committee has been at war with the Committee

I think what makes it worse is that they share an office on the 7th floor of
The Building of All Things Worth Having A Committee For. One coffee pot, two
committees. What did they expect?

I couldn't find any guidelines in the Help section on how it is decided,
but I believe that anything that is obviously an animal of some kind is classified
as such. The catalog administrators, of course, could answer this question better.
There are inconsistencies, though.
A mouse as a minifigure:
A turtle:
A dog:
A bird:
A cat:
A businessperson:
A bear:
An insect:
A pig:
A sandwich (not really an animal, I suppose):
A snake:
A monkey:
[M=1463]
A donkey:
A tiger:
The entire Fabuland category of animals:
And so forth. The list goes on, but those are a few quick examples I came up
with of things similar to Lotso which are classified as figures.

My thoughts exactly. But until a later date that he is considered one (along
with the rest of the Toy Story characters such as Rex, Hamm, and Stretch), this
is the best way to handle it.

Ultimately, of course, all the minifigures will be assemblies and their
constituent parts will appear in the Regular Items section (what an insane amount
of work that will be - at a minimum, at least 40,000 inventory changes).
So maybe this isn't just the best way to handle these characters for now,
but a permanent way to handle them.
