Only two of these are shown in the instructions for this set. The third should be extra.

The part count printed on the set box is 1,746 parts. BrickLink's part count
is 1,746 parts. Therefore, this inventory is correct unless another part has
the wrong quantity.
Also, the parts list in the set instructions shows three of this part (photo
attached). Are you sure you didn't miss the use of the third part somewhere?
I haven't looked through the entire instructions to see where that part
is used.

I haven't looked through the entire instructions to see where that part

Two are used in book 1, page 47, step 14. The third one is not used anywhere
in the instructions. But I just checked the set image on Brickset and I see that
they have the third one in the set image next to the brick separator. So I guess
it is part of the official set inventory. I have deleted this inventory change
request.

From looking at the set photo, it appears that these balls are used in the dunk
tank build. They are on the table in front of the dunk tank at the back of the
photo around the middle. The third ball is shown in the set photo off to the
left side beside the brick separator.
We have changed the definition of regular and extra parts:

Because the third ball is included on the parts list and is necessary to maintain
a part count consistent with the official TLG part count, these requests were
not approved.
