There is a catalog 109782/109882 from 1985 in the box.

There are three white tiles
[p=3070b]
to be put inside three suitcases.
For the main model, six black plates

Part No: 3023  Name: Plate 1 x 2
*
3023 Plate 1 x 2
Parts: Plate
are used. The other two were used to put the 12V motor (from supplemental set
7865). These are shown on pages 26-8 in the instructions. I added these two tiles
as regular but I don't know if regular is better or extra?
By the way, these extra two 1*2 plates are not need for alternative models.

Does NIB in this case mean used? I notice that you're not comfortable using
these terms:

I can't help but think that if you had purchased a set with the parts still
sealed in baggies that you would already have posted photos by now.

I am already dedicated on some time for these requests but It is already annoying
that for submitting photos, there are restrictions of size,... which makes it
more time-consumig.

I am not sure if you think I am lying that I bought the set or if you really
don't know that I know the difference between "used", "content like new"
and "new". Otherwise, it doesn't make sense that you are not sure if I know
the difference between "used" and "new" because I don't know the difference
between "NIB" and "MISB".

In this case, all plastic bags are sealed except one. Since I bought this as
new/intact I request from the seller a refund otherwise return the item on Ebay.
So I didn't want to submit photos before returning the item.
At the end, the seller refunded me 200$ USD.

The broken plastic bag has nothing to do with these inventory change requests.
But I checked all parts and compared with the inventory. This set comes with
the catalog of 1985 so it does come with old variants of bricks 3001old, 3002old
and 3003old. I am sure the parts inside the broken bag are not tampered with.
Everything is there, and those parts are also new. The seller was not aware
of this borken bag.
You can note on this set: content checked with a sealed copy from 1985.

On the top of that, I have problems with my PC. Sometimes it gets so slow. I
really thought if I say I bought this set new, it would work.

* Change 9 Part Black 3002 Brick 2 x 3 {Regular to Alternate} {match ID 0 to 2}

These were approved.

  * Change {6 to 8} Part Black 3023 Plate 1 x 2

This was approved and a note added about where they appear. If you still have
the set, please post a photo showing all eight parts for future reference (so
that people in the future cannot easily change the quantity back to six).

  * Change {2 to 3} Part White 3070b Tile 1 x 1 with Groove

This is a bit tougher to decide.

  There are three white tiles to be put inside three suitcases.

There are clearly three white 1 x 1 tiles, but the instructions only show two
being used (likely why two are shown in the inventory now). The man standing
on the platform with a white suitcase is not shown with a tile inside his suitcase
and the instructions took the effort to specify that the other two suitcases
do have tiles. So the third part could legitimately be considered an
extra part and there are existing cases of sets from this timeframe which have
extra 1 x 1 tiles (at least going by BrickLink inventories).

I believe the only thing which would decide this for sure is the part count for
the set (picture attached). The problem is that I don't know how the part
count was calculated for this set. Going off my own limited knowledge of how
part counts were done then, I calculate the current BrickLink part count (without
the addition of the two black 1 x 2 plates) as 444 parts (providing that TLG
counted the sticker sheet as a part).

I can see a scenario where the sticker sheet was not counted as a part. Given
that scenario, the addition of the two black 1 x 2 plates make the count 445
and the white 1 x 1 tile would definitely be an extra.

I'm leaning toward saying the 3rd white 1 x 1 tile is an extra part and have
no problem adding it that way. Do you have any objections to this?

Yes I have. My objection is that it is better to go through 7824 and/or 7745
before deciding for this case. Currently I don't have any evidence to count
the tiles with 7745. But for 7824, there

Four brown and two white suitcases:

Part No: 4449 Name: Minifigure, Utensil Briefcase / Suitcase
*
4449 Minifigure, Utensil Briefcase / Suitcase
Parts: Minifigure, Utensil

There are also

Four white and two red tiles
[p=3070b]

The instructions shows only one tile white inside one brown suitcase. There are
in total 5 suitcases shown in the instructions. But on the front photo of the
set, there are six suitcases appearing with this main model. Maybe in the instructions,
the 6th suitcase is hiden behind another minifig.

I am really not sure there should be one white and one red tiles as extra. See
https://steinwurf.files.wordpress.com/2014/07/7824-04.jpg

https://steinwurf.wordpress.com/2014/07/19/bahnhof-7824/

But this suggests that TLG used 6 tiles in this set for 6 suitcases. They just
didn't bother to show all tiles inside the suitcases and left if to kids
to find this out on their own. Based on this, I think it is better that we include
them as regular for both sets (already is it regular for 7824).

The case of 8 Black 3023 Plate 1 x 2 is crazy. It could only be verified by checking
the content of a sealed set. To implement a 12v motor, first an assembled red
brick wheels with other red and black parts should be taken out, shown on step
1 on page 26 of the instructions. Then the following parts should be taken out
from the top part of that assembled unit. See also photo attached.
One red

Part No: 3710  Name: Plate 1 x 4
*
3710 Plate 1 x 4
Parts: Plate
Two black

Part No: 3005  Name: Brick 1 x 1
*
3005 Brick 1 x 1
Parts: Brick

Then, one black plate

Part No: 3020  Name: Plate 2 x 4
*
3020 Plate 2 x 4
Parts: Plate
should be taken from the set 7865. What are still needed
two black

Part No: 3023  Name: Plate 1 x 2
*
3023 Plate 1 x 2
Parts: Plate
comes as "extra" with this set, meaning these two plates are not needed for main
or alternate models.

I checked also the 4.5V set 7722 but it appears that those extra needed parts
are already included in the inventory. Could you check if its inventory is checked
with a sealed copy?

P.S. when I type [ p = 3 0 7 0 b ] , is there any way to include the color?

How did you find the piece count of 7715? what is the piece count of 7824?

How do you count minifigures? There are 431 pieces for 7715. Do you count each
minifig as 3? IF so then we get 446. If you consider two black 1*2 plate as extra
and consider on white tile 1*1 as regular, we get 445.

In a catalog - I posted a picture.

  what is the piece count of 7824?

I haven't checked.

  How do you count minifigures?

The head and torso assembly were counted as one piece back then.

  Do you count each minifig as 3?

Yes.

The two black tiles are not extra according to BrickLink's definition. They
were included in every set and are shown in the set instructions.

I don't know for sure, but I don't think the sticker sheet was officially
counted as a part in 1985 (although sticker sheets are now). Therefore, the
count is currently 445 parts and is accurate. This means that the white 1 x
1 tile is extra.

I do not think the sticker sheet was counted. But two hats came assembled with
the head and torso.
Also, if you count this extra tile as extra, then you have to put 5 tiles in
7824 as extra. Then you cannot make the part count=460 (please confirm if it
is 460 or maybe 450)

Is the part count always correct or is it always consistent in the way they counted?
(by which I mean if they didn't count sticker sheet as a part in 1985, it
should not be counted neither for other sets in 1985 or around that time)
For example, I cannot count in any way to make the total 104 for the set 6693-1.
(saw the 104 on a catalog)

Part counts in older sets were not as precise as they are now. Not that the old
timers had trouble counting, but there were sometimes cases where parts were
added and designs were changed after the box design had been sent to the printer.
And part counting standards tended to change at a faster rate in those days.
