The issue of windows with glass counterparts being included in set inventories
is something Marek and I haven't discussed yet. There is a bit of disorder
dating from the early BrickLink years regarding counterparts in general and this
includes windows.
For example, this similar item was added in 2007 and does not appear in any set
inventories:
Things happen rather slowly around here, far too slowly for my liking, and this
is one of those issues that simply hasn't been addressed yet. For the immediate
time being, though, to avoid compounding the existing inconsistency, I think
it would be better not to add window assemblies like this to set inventories.

I promise we will get around to dealing with these windows at some point, but
for now this request has not been approved.
