| Please make changes to the following inventory:
* Delete 1 Part 3957b Black Antenna 1 x 4 - Flat Top (Extra)
* Delete 1 Part 93595 Black Wheel 11mm D. x 6mm with 8 'Y' Spokes (Extra)

I opened 48 copies of set 10704 and got 96 of the black antenna and 192 of the black wheel, which would be the amount expected without extras. There usually aren't extras of parts like that.
I did get extras of slope 54200 which does usually have extras.

The sets in a different market/region included these extras. You can see here

The person who requested the addition of these extra parts is a discussions moderator
for BrickLink and has submitted 171 approved inventory change requests dating
back to December, 2004.
Yes, the parts are unusual extras. The wheel only comes as extra in this one
set, but the antenna is more common (although still not as common as other extras).

Parts in the Extra Items section of an inventory are variable, meaning that
some sets or gear may include them and others may not. The quantity of extra
parts may also vary. Extra parts are typically not removed from inventories or
reduced in quantity unless it can be determined that they were originally added
in error.
I do not believe these extras were added in error and, in accordance with policy,
these requests were not approved.
