For future reference, this release comes with motor type 1, date of production
33 0 (33rd week in 1980).
The other release was from 16th week in 1980 and had only one extra trans-clear
4073 plate, and no extra trans-red or trans-yellow one.

It is interesting to compare your photo of the parts bag with the photo which
was originally used to request the addition of the single extra as seen in this
message:

https://www.bricklink.com/message.asp?ID=1072545

So interesting, in fact, that I have attached both photos for the sake of easy
comparison. I am rather surprised to find that the parts were packaged so differently
(and more than a little suspicious that one of these sealed bags may not be direct
from LEGO, although I don't know which).

Hope this resolves any suspicion. But it is indeed interesting.

N1: perforated bags / three extra trans-clear round bricks / motor 33 0 / owner=Bluxe
N2: normal bags / three extra trans-clear round bricks / motor ? / owner=Bluxe
N3: normal bags / one extra trans-clear round bricks / motor 16 0 / Owner= a
collector in Germany
N4: normal bags / one extra trans-clear round bricks / motor 23 0 or 32 0
or 38 0 / Owner= wannes_dn (he gave me the production dates of all his red motors,
but I don't know which motor came with this one)

I attach few photos of N3.

The second bag doesn't look like an original bag. It looks as if the parts
we re-packaged using a foil heat sealer machine.
When I was a child (and also today), I opened lots of MISB sets from the early
1980s. And the round 1x1 plates never came loose, they were always on the sprue.

Very strange that people start to doubt the authenticity of a MISB bag, no?

Well, who guarantees that it is a MISB bag?
As the bag is loose, the set has been openend.

It is no problem to create such bags and fill them with whatever parts you want.

This will not affect any inventory change request that has been submitted and
approved. The content of the bags are correct anyway, as I have photos of another
MISB set, confirming the recent inventory change requests (extra parts and trainrims).
The trans-clear sprue is also in this so-called loose bag. I didn't understand
what CrazyChris referred too.

In my sealed box the extra rims are not even in the poly bags, but they are loose
in the sealed box.
