I have opened 5 of these so far and not 1 extra, maybe it existed in older sets but none within the last year for me have contained an extra of this part.

This request was not approved. I understand that the Extra Items section of
inventories is confusing to people, so I've taken the liberty of composing
a FAQ for these parts. These are my views and may not represent the official
position of BrickLink.

What are extra parts?

Sometimes parts are included in sets and other items which are not shown to be
used in the instructions for the model or alternate models, are not shown in
the parts list in the back of the instructions, and are not shown in official
photos of the model or alternate models. These parts are considered extras and
there is a special section in the inventory for them.

What parts are typically included as extras?

There are certain parts which are commonly included as extras. Here is one:

 
Part No: 4073  Name: Plate, Round 1 x 1

Parts: Plate, Round

If your set includes any of part 4073, it is very likely to include an extra
one. However, this is not guaranteed. The parts which are included as extras
can vary depending on when and where an item such as a set was manufactured.

Sometimes unusual parts are included as extras, such as this part which is only
included in a small number of sets as an extra:

 
Part No: 4282  Name: Plate 2 x 16
* 
4282 Plate 2 x 16
Parts: Plate

Even in the sets in which it appears as an extra part, not all copies of the
set include an extra plate.

My set didn't include a certain extra part, so it should be removed from
the inventory.


Parts in the Extra Items section of an inventory are variable, meaning that some
sets may include them and others may not. These parts, unless obviously incorrect,
are typically not removed from inventories. This is because their presence
in the inventory means that someone opened a new set and found that extra part
and, it stands to reason, someone may do so again in the future.

Unfortunately this seems like backwards thinking to me. It's not confusing,
I would consider it incorrect. If someone gets a second bag number 1 in some
set are those now considered valid extra parts?

Besides the fact that I have never personally seen another 3069b as an extra
part in another set.

I understand the rules are the rules, but that doesn't make them right.

in nearly 3000 sets over the years and appear as extra in less than 50 sets,
one of which I consider to be incorrect.

I added this as an extra to the inventory at the time. I remember being surprised
to find this part as an extra but I parted out multiple sets at the time and
they all had that extra.
