* Change 1 Part Black {62113 Bar 1 x 4 x 3 with End Protrusions to 6016 Bar 1 x 4 x 3 Window}

Instruction shows part 6016, also step 5 on page 14 could not be legal with part 62113 being attached before the levers.

You can put on the levers either by force or by turning the bar upright first.
Have you actually seen a set that confirms your claim? The instructions show
62113 in the index in the back although it uses 6016 during build.
I bought this set 95% assembled in a big lot and it was assembled with part 62113
and there was not a single part 6016 in the whole lot (~45 kilos), so I'd
say at most it could be an alternate if a set was found containing the other
part.

I'm not precisely sure what you mean by legal, and I hope I wasn't breaking
any laws by doing it, but I just assembled the part assembly myself using the
bar with end protrusions and I had no difficulty. I bought this set when it
came out, but I mix parts from different sets in storage and therefore cannot
say which part came in the set.
The instructions show 6016 in the build, as do the official set photos, but the
parts list in the set instructions shows that 62113 was included in the set.
Interestingly, this part was last produced in 2006 according to BL records:
Then there was a two-year break where no set came with either bar. In 2008,
we see the first appearance of this part:
Additionally, the 7733-1 set inventory has been confirmed twice using sealed
set contents. For the reasons defined above, I have not approved the request.
However, I have added an inventory note to the set.
