The parts do have (old) light gray bases and black levers. I bougt this set 19 years ago, build it once and stored it away since this day.

If you zoom in on the the building instructions, it clearly shows a grayish color
on this base (only partly visible), definitely a different color than the black
lever. So I agree with this change.

Could you please let me know which version of the instructions you are referencing?
The instructions I have seen all show the part in Black.

The instructions I have seen all show the part in Black.

I zoomed in on this:

Now that I look at it again, the color still does look a little lighter than
the black color on the lever, but not as light as the gray color used on the
wheel holders. Maybe it's because there a paper fold right where the piece
is located. So maybe the base is black in the instructions here as well.
