| When removing items from an order, there's no built in feature for putting
those items back into your inventory. I'm thinking there should be something
like there is for canceling an order.

There is, only if the buyer requested the item removal.
Usually if the seller requests an item to be removed it's because it's
not in stock and doesn't need to be added into the inventory.

I suspect the reason is more down to Earth than this -
When a buyer initiates an order item removal request, the seller does the second
step. As s/he is "in charge" at this point, it is easy to slap on a few more
steps to allow the items to be moved back in inventory.
When a seller initiates an order item removal request, the buyer does the second
step. Obviously s/he cannot decide whether to move items back in inventory. It
would require an additional procedural step to finish the process - instead of
a 1-2 (seller-buyer) to finish the request, it would become a 1-2-3 (seller-buyer-seller).

In my experience, the buyer has asked me to remove items through PM/email but
I'm the one to fill out the formal order item removal request.

This.
When I'm missing a part, I don't resolve that by officially removing
it from order. Maybe if I caught it before payment, but usually I discover that
after payment and before shipment.

Luckily this isn't something I've had to do very often, because it is
clunky. But I have never gotten it to work right.
