It really depends. Some sellers tend to leave feedback right after they ship.
Others wait until the buyer has left feedback and then return the favor.

As a Seller, I send praise feedback as soon as a buyer pays. After all,
that is really the only thing a buyer can be praised for. I appreciate their
feedback after they receive the product, but if they don't give feedback
I don't beg for it. I would like to see constructive positive feedback because
I'm always trying to improve. If the buyer does not pay, it is negative feedback.
If an order is canceled I don't give any feedback.
AS a Buyer, I like to give praise feedback after I receive the product.
If I don't get my order it is negative feedback. If I get an order where
the product is not what I expected and I'm a little disappointed, I give
praise feedback because I did get my order, I just explain why I was disappointed.

have fulfilled their part of the sale by paying/ordering.

As a seller, I leave my feedback just after I send out Drive-Thru emails. Both
links are at the bottom of the Orders Received page, so I just do both at the
same time after I drop off shipments for the day. 99.9% of the time, I leave
feedback first. Once the buyer receives and verifies the order, they'll leave
feedback second.

When Should I Post Feedback:
This depends on if you are a buyer or seller in a transaction. These are general
guidelines which are not enforced but are here to give a general understanding
on when feedback should be posted.

Buyer - You should post feedback after you receive your items and set the status
of your order to completed. You should not post feedback before you receive your
items.

Seller - You should post feedback after you receive payment or after the buyer
receives your items. You will know that they received your items by them setting
the order status as completed, notifying you by e-mail or by them leaving you
feedback. You should not post feedback before payment is received.

In my experience,
In selling: I usually leave feedback first and it's as soon as I ship it

in buying, I usually leave feedback last (seller first) because I tell them that
I got my order and am happy with it and if they participate in the feedback system,
I'll be happy to post positive feedback after I see that they have left feedback.

Once the customer paid, we leave Feedback.
Some sellers wait until the Buyers leave Feedback, I see this as holding the
Feedback ransom. I don't like that practice and don't buy with them again.

I agree with Sylvain. To hold out for the other party to post feedback first
(both buyers and sellers) is to send the message that you don't completely
trust the other party. It also perpetuates a "I'll only help those who help
me" attitude which the world needs a lot less of.

For the record, I'm one who leaves feedback as soon as I ship, the buyer
has already done their job. I find that buyers who are unhappy are more willing
to work it out with you instead of quickly throwing down a negative, they feel
good about your positive comment and give you the benefit of the doubt.

It's not, because 99% of the buyers who don't leave feedback, regardless
first or second, never left feedback and never do, either because they're
one time buyers or don't care.

I see Feedback for Buyer and Seller as two different things. I believe the Seller
should leave FB when the buyer has paid and the order is finalised, for me that's
when the order is ready to ship, you can have contact between ordering and dispatch
and therefore I wait until the order is ready to leave FB and that covers the
entire part of the buyers role.

For sellers, I mark orders recieved the moment I get them and completed as soon
as they are checked, usually within 24 hours and leave FB then too.

I hate sellers that wait until buyer leaves FB first.

As a seller I leave feedback once the buyer has marked the order as Complete.
This is when the transaction is complete and i can comment on the buyer up holding
their side of the process.
I've never had it on BL, but on eBay i have had some very rude buyers trying
to rip me off by saying that i've not shipped what was in the auction, so
i follow the same process for both sites.
