Hello,
Actually, those parts do appear in the instructions so they should not be listed
as Extras. (They also appear on the parts list on the box and the official set
image.) If Lego makes a point of showing parts like these accessories in the
set instructions, we list them in the Regular inventory.
Please let me know if you have any questions!
Thanks,
Jen

In that case, why is the brick seperator listed as an extra. This item also
features in the LEGO official image.

Hello,
A decision was made awhile back that any of the human tools (like separators)
or devices for storage such as rubber band holders would be listed as Extras.
It is a compromise for sure, but it works and is simpler then creating a whole
new category for these things. Lego didn't always list or picture such items
in inventories or instructions so there would be inconsistencies over time of
which set's Lego puller was an Extra and which set's was not.
Hope this helps!
Thanks again,
Jen
