When checking out, there is an "agree and continue" button (see example, I'm
using Marc's store, I'm sure he doesn't mind).

I think this should say something underneath - either:

"Clicking this button places the order" (if it does) or "You can review this
order before it's final" (if it doesn't place the order just yet).

I haven't placed an order under the new system yet, so I am in a position
of a first time buyer. It is not clear to me if the order will be placed if I
agree here.

It is not really clear to me if I am agreeing to anything yet. If the agreement
is not placed here, shouldn't the button just say "continue"?

The same wording is also used on a quote button (which I have used). Why do I
need to agree to anything when placing a quote? Surely this one should only say
"continue".

You're agreeing to the terms. Whether as an order or when requesting a quote,
if you don't agree to the terms then it's a bit pointless proceeding.

I think that "Agree and Continue" is fine. On the left, you can see that there
are three steps in the process. This first one is to see the store's terms.

What is a bit confusing is that step 2 is called "Payment" but it's really
just selecting which payment method and currency you will use. (It becomes clearer
once you're there, though.) Step 3 is Shipping, where you pick your address
and shipping method. The button there is clear: "Place Order".

I would think that Step 2 and 3 should be reversed, but *shrug*.

Here is my main concern: throughout the process, it says that the shipping cost
is TBD (To Be Determined). At the last step, where you choose the shipping method,
there is text that says "Shipping and handling fees will be updated as you choose
shipping options."

That's not quite true, though. Yes, the seller could invoice differently
based on what is chosen, but the displayed S&H do not update based on the choice.
I find that very misleading, and could cause buyers to wonder if they are doing
something wrong. The implication is that the page should show the S&H on the
tally on the right side of the page, but this doesn't happen (and won't
happen until autocheckout gets added).

Yes, but once you agree to an order some sellers will not allow cancellation.
So buyers should know that by pressing agree and continue does not place the
order (yet).

Incidentally the words "You can review this order before it's final" are
taken from amazon, this is exactly what they have on their cart when you continue
through the payment options. It lets buyers know exactly when they are placing
the order.

Yes, I guess that is planned for auto-checkout.

Something else I'd like to see is that when you hover over the cart and are
shown the checkout button, is that the quote button should also be shown there
(if offered).

If you hover over cart, you only get the option to checkout.
Whereas if you click cart, you get both options.

So getting a quote can take an extra click compared to checking out. Although
I guess that will be redundant when auto-cart comes too.
