Instructions show that all 4 digger buckets get a sticker, not just 2 as shown on inventory currently.

Yes, all 4 have a sticker, but there are 2 different stickers (directions of
the danger stripes), hence this specific part only comes 2x in the set. The bucket
with stripes in the other direction is not (yet) in the catalog.
