The set and box pictures clearly show a car base with fake bolts. Release date of this set also makes it very likely that is is the new car base.

Also I have found a shot of the original contents plus one of the parts list
on the box, showing the newest PCC code (see images). Both confirm this set has
the wheels with fake bolts.
