There are only two yellow 2x2 bricks in this set. The third 2x2 listed is just the decorated yellow 2x2 with the "eye" turned sideways. I have 2 copies of this set, including the instructions and the companion set 1915that makes the "whirlybird". These sets never came with extra pieces. Also the polybag pictured clearly states 19 pieces.

Good eye, and thanks for the detailed explanation!

Most of these older inventories were done with instructions in electronic format,
no actual paper instructions or original contents. There are hundreds and hundreds
of these basic kind of mistakes that have been fixed over the years, and there
are sure to be others lurking out there as well.
