On further inspection it turns out my sealed set contained

* 		4066 Duplo, Brick 1 x 2 x 2
Parts: DUPLO, Brick
for the White bricks, changing as discussed in Forum message 952391.

I'm wondering aloud why this set is not in Duplo sub-category of castle.

It was probably just oversight. There were three Duplo Castle sets that year.
I remember seeing them on the shelves:
