Before approving the changes in both of these sets, I did read the change logs
and noticed that these assemblies had at one point been intentionally moved to
the Regular Items section by one of our esteemed contributors. I take this to
mean that these wheels and tires were assembled in the set when new.
The general BL policy on this (and one we are trying to enforce in a practical
way) is that items be placed in the inventory as they appear new in the set.
However, the newly revised Help section now makes an express exception for small
wheels:

...which has been an unwritten policy for years ever since Admin Dan separated
wheels and tires in all inventories across the board.
As certain experienced inventory contributors may know, I have long campaigned
to keep small wheels together when they came together in sealed contents, notably
these assemblies from antiquity:
...and the assembly having this as its base:
I haven't forgotten about this goal, but it will need to wait until we have
a new counterpart partout feature and until the dust settles from the resulting
inventory changes. For now the goal is consistent enforcement of concise, accurate,
and easy-to-follow rules.

Yes, I had noticed that Eric had made the changes, so I can rest assured that
is how they came in the set. However, I was making the changes for catalog consistency
since many other sets would be like this but aren't. In fact, I had requests
rejected in the past to change complete assemblies to regular items instead of
counterparts when I had indeed found complete assemblies packaged in sealed sets.
I know we are on the same page on this issue, but the consistency looks better
and easier for now. You are doing a fantastic job as an Inventory Admin, Russell!
Cheers,
Randy
