This wheel first appeared in sets in 1991, which means that this particular set is from the very first year these wheels were released. The first instance in BrickLink's catalog of notched wheels appearing is 1999 (8 years after this set was released). The wheels for a similar set (5132-1) which was released four years after this set have round holes according to the catalog. Therefore, it seems very nearly a certainty that the wheels for this set have round holes instead of notched holes.
