| In order to stop dropshippers it might be wise for BL to disallow members to
have frequent address changes, BL already allows a secondary address for people
to use, so there is no reason to allow several changes per year or even per month.
Sure people move once in a while, but I doubt many members move every few months
(even APO/FPO most likely don't).
The suggestion is to put in a limitation on the number of address changes, like
once every 2 months or each quarter at most, this should limit the options for
dropshippers to abuse the system.
Granted, this won't solve the problem when buyers requests this by mail,
but sellers can choose to disregard such...

by Paypal, as usually it will not be the buyers address you'll be shipping

The reason was different, but the final outcome for both suggestions would serve
to solve both issues indeed. I do think it should be more then 1 month, 2 at
least, but preferably 3 or 4 months in between an address change would limit
these kind of abuse.

Going back to the original problem ... The PayPal account can be locked down,
and very tightly. But PP is a US company, and the US is large enough that a locked
PP account is still useful. Once you leave the US, the need to do cross-border
payments increases. So the tightly locked PP account may be of less use to non-US
sellers.
My PP account is locked down, and I recently removed the Notes box. But PP has
an interesting habit of allowing some buyers to stuff in another address (and
not telling the seller the buyer is doing this). As an example, I had a customer
try to place an order from me via a merchant card (Stripe) which bounced the
payment for a mismatched zip code. The customer came back and re-ran the order,
using PP instead of Stripe. PP allowed the customer to use the other address.
I did not notice this until I happened to be processing another Stripe payment,
and saw a /failed/. The address information looked familiar, and sure enough,
it was a prelude to the PP based order.
I hope PP will cover that if it blows up.
