Ok so in the past there have been countless suggestions about how to automate
some restrictions on new sellers to avoid the constant infection of scammers
in BL.

Here is a modified version of what Admin just posted he is willing to implement.
This won't impact any prospective part sellers and will defend against high value
item scammers.
The rules:

You can open the store from day one that is fine. But you can not list any item
with a value of more than $100.
Your total inventory can not be more than $1000 once you reach that value the
system does not let you add more items unless you delete other items in your
inventory.

The restriction is lifted if at least ONE of these cases holds:

1)After 2 weeks have passed and you have successfully completed 15 selling transactions.
Meaning positive feedback received as well.

2)After 1 month has passed and you have successfully completed 5 selling transactions.

3)After 3 months and one successful selling transaction.

4)After 3 months and 5 successful buying transactions.

Please vote to support or express your objections below. Thanks.

Anything feedback related can be faked (unfortunately) and still doesn't address
"does the seller actually have the high end inventory that they claim to".

It's a good start for sure, but if I list 100 sets of

Set No: 10179 Name: Millennium Falcon - UCS
*
10179-1 (Inv) Millennium Falcon - UCS
5174 Parts, 5 Minifigures, 1 Gear, 2007
Sets: Star Wars: Ultimate Collector Series: Star Wars Episode 4/5/6
right now for
$800 each, I may be intending on leaving the community and not caring about who
I affect in the process. Even at 268 feedback, something like that deserves
a knock on the door and says "mind if I see those sets".

No.

Irrelevant though, once Admin requires all stores to take PayPal or other consumer-friendly
methods and to provide insurance and tracking with every order. The whole problem
goes away or at least moves out of his AOR.

I don't think it would work how you expect..

Take paypals system for example..

Restrictions in the form of forced escrow sales for the first 15 sales and the
first 90 days of trading, if the account is inactive for a certain period, it
resets and starts over

The sliding scale over time is not a good idea... You could open an account with
the intention of scamming people later on... Couple of faked transactions along
the way removes all restrictions, we could be falsely confident things had worked,
then get hit with loads of faked accounts in a few months time...

The scammers would work out they had limitations, and just 'sell' more volume
of less value sets via many accounts to get the same hit as one big sale...
Meaning a lot more buyers get scammed instead of just a couple... Obviously if
I list a shed load of UCS sets sealed at 1/4 the RRP it is obvious... With a
bit of research a potential scammer could list current sets in a way that would
attract multiple sales pretty much instantly and keep the value looking like
a reasonable discount and viable stock quantities.... Say 10 of each TMNT sets,
or 10 of the most expensive friends sets...

At least at the minute, the sets and scams are easily identifiable by seasoned
users...

How about for each highly collectible set, or anything with a value of $250
(or whatever is chosen) flags like a wanted list item for admin/ moderators to
have a quick check... Certain items could be set to delay as available In stores...
Like if a Death Star is listed at 30% less than the guide price, it is automatically
flagged...
Once the seller has been checked out (like any of you lot who are into tens of
thousands of feedback and obviously not scammers) the automatic notification
to admin is deactivated...

Also, any stores newly opened should be flagged if they do not accept PayPal....
And someone should be assigned to check the stores one by one incase they seem
odd..

When I said about the friends and TMNT sets, they would simply discount them
to 60% of RRP or something...

Sorry, but no. That can easily be circumvented through false memberships and
waiting. Scammers will simply create farms of accounts so each day one or two
can now sell these things. That would also be unnecessary for legit sellers.

My idea is this:

ANY high value items (which parts, sets, figs fall in this categorie can be decided
manually or automatically(like x% under average and over Y value)) from ANY store
are put on hold when they are listed. A trustworthy human, hired or volunteer,
can either immediately verify the item and it goes in the inventory or, if it
seems suspicious, ask for extra info, like pictures with name and date in it.
If they don't provide evidence of ownership, the item is deleted and the store
placed on a confidential watch list. This way if they are legitimate, they can
list other items and no fast buyer can snatch the scam items up before they are
reported.

I like this one. Scammers will find a way around any automated solution. Ebay
"got tough" on these types of issues 10+ years ago and they still happen there
all the time. (...and they have a full time staff dedicated to stopping this!)

With something like the UCS Falcon, we are talking less than 100 sets over the
last 6 months, so that should be manageable for a person to review. That said,
the issue of scamming via large quantities of smaller sets is still a possibility,
but that can probably be managed via the number listed/$ amount listed suggestion
from the OP.

Other idea : wouldn't it be possible, when some seller may appear as scam (new,
to few FB, high average priced item sold "very low"...) to have a warning message
under the item (when you click on a shop from the price guide or your wanted
list, only 1 item is display, letting a lot of free space under) telling potential
buyer they have to beware and giving them a link to a page "how to have a clue
about scammer" ? Maybe it could be more dissuasive... my 2 cents
