| Would it be difficult for Bricklink to give sellers the option of making Order
notes visible to their customers? I would like to be able to add the tracking
INFO for each order in to the notes section rather than having to send an additional
e-mail to each customer. Is this already possible or too much effort needed to
write the code up.

There is a field for tracking number on the orders received page. You may have
to customize display in order to have it displayed.

You can do that already (adding tracking numbers):
Change your settings:

bottom right 
An extra fill in will be added to your overview.

In your My Orders Received tab, at the end of each order can can add the tracking
number. If the field is not there, then at the top behind Total x Orders Received.
Page 1 of 1 (Showing 50 Orders Per Page) you have Customize Display
you can customize fields there and also add the "Tracking Number" field.

In your My Orders Received tab, at the end of each order can can add the tracking

If I remember bl history right... it was originally public. I think people used
to use it to insult blocked people.

The simplest way to make a note on an order visible to the buyer is to send a
message from the order page, this will then show on the order.
That said, specific fields to share commonly required information such as tracking
numbers or phone numbers (where applicable) is a good idea but I think new field
is a better choice than to complicate the current note system.
