I use Royal Mail 'Tracked 48' delivers in 2 -3 days, cost is same for
Large Letter upto 750 grams, and it gives insurance upto £150
I go online to Royal Mails website, and do the postage there, it's a little
confusing to start with, but it does get easier! Once you get postage done online,
it's a quick visit to the post office, they scan it and away it goes!

Not here. You can get basic tracking that has no proper insurance. Royal Mail

You can offer what you like through instant checkout. Insurance is for you.
If you offer a cheaper method with no insurance and the buyer chooses it, you
are still responsible for refunding if the parcel is damaged and returned to
you. So add / charge for insurance anywhere you would not be willing to refund
on return.

I'm just attempting to start shipping outside the EU, and for the first try
I found a couple of nice customers (one UK, one Canada) who are helping me, but
there's still some things I can't figure out:
- In the CN35 form, where they ask me to describe the contents of the package,
that should be "used children's toys", right? Or do I have to mention
the Lego brand, or anything else?
- I found the link to print the VAT receipt for the UK order, but I don't
have that link for the Canada order. Is there a reason for that, or am I doing
something wrong? Buyer told me to not forget it, what can I do about that?

OP; If they just messaged you for a rate, just reply.
If they placed the order but have not paid because it doesn't fit in to one
of your shipping methods, calculate your shipping costs and add it to the box
on your orders page. Click save at the bottom, then click the invoice icon.

Maybe they asked the buyer to pay VAT again¹ and the buyer refused?
¹ “Again”: if the order was below €150, BL would have collected the VAT already.
Did you send the IOSS number electronically?

The buyer made me aware that he had not received it and the IOSS number was sent
electronically. So frustrating

In all seriousness, we need more information in order to answer this question.
For example, what item(s) is the buyer trying to buy? Does it have weight and
dimensions in the BrickLink catalog? Do the catalog dimensions match those in
your inventory? What shipping method did the buyer choose? Are there any
restrictions on the shipping method, such as weight, volume, or dimension limits?

What weights/volumes have you set up for Parcel Shipping in your IC? What are
the volumes and weights of the orders the two buyers are trying to place?

pricing like you said. And the pricing is much more affordable than flat rate.

They're quickly becoming my favorite. I managed to get 375 1x8's in
one last night with room to spare (just had to orient them all in the same direction
in multiple bags).

They're fine for shipping within the USA but their customs brokerage fees
are crazy.

My problems have been, failure to deliver, saying a package has been delivered

One of our most common (and justified) complaints. We on the 'front lines'
of customer service, as it were, have been asking the uppers to please implement
full shipping features - that is, every service you would get if you were shipping
a parcel in person - to the Send Mail and Packages page for...well, some time.
But yes, one of our highest priorities is to maintain low cost shipping compared
to our competitors; I believe we're still pretty good at it. Just once I
had to ship a massive order (the box of which exceeded USPS parameters) using
a different service; I believe it was FedUp. I maintained what Douglas Adams
called "wonderful restraint" when I heard the price but grudgingly paid.
And to be sure, you can use Clink N Ship to print a customs form, request a parcel
pickup at your home from your carrier, and the CNS prices are usually slightly
lower than they would be than if you trudged to the station. And just to end
this infomercial, if you're just swinging by the station (say, on your way
to or from work), you can drop any ready-to-ship parcel at a designated location
on the front counter or into a hamper placed in the lobby; you don't have
to wait in line for that.

of it eventually; it's only a few extra steps compared to domestic orders.

I misspoke, simple export rate is $9.99 for Canada and 12.99 for the rest of
the world up to half a pound and goes up from there.

Honestly, the amount of non domestic orders you will probably get will be small.
Shipping from the United States outside of the United States (even to Canada)
is very expensive. Pirate ship offers an export service that you have to request
to be enrolled in (it's free to enroll) and the minimum shipping cost
is still $11 for Canada and $15 or $16 for anywhere else.
Is it worth opening up internationally? Honestly, probably not for anything
more than Canada unless you have a large stock of extremely rare and hard to
find pieces and sets. I would say I "maybe" get an international order
once every month or two.
Customs forms aren't difficult, especially using Pirate ship. Just declare
the item is a building toy, the value of the item and the Harmonization number,
which I use as 950300 and that's it.
Anything for VAT and other tax collections, you will receive a separate email
from Bricklink. Follow the instructions and list any VAT IDs that are required
on the customs form.

I imagine that fee is for tracking to prove it was delivered, as in 'insurance'
against the buyer saying it didn't arrive rather than real insurance for
damage or loss. Here, insurance is relatively cheap compared to the contents
value, so long as you have already factored in / paid for tracking.

I'm confused. Are they asking for a discount or are they asking for a cheaper
shipping method? The impression I get from your post is you want to send it priority
instead of ground advantage, and they are asking for ground.
In that case I'd do what the buyer asks.

Politely refuse or cancel the order. Canceling the order puts you at risk of
getting a neutral or negative feedback.
Point out that shipping includes more than just the postage. Many buyers (and
sellers) use "shipping" and "postage" interchangeably. They are
not the same. Shipping includes postage and could also include handling, packing
materials and travel costs to the post office.
Next order:
Stoplist this type of buyer immediately. They are usually troublemakers.
Avoid using language like "the shipping cost is what I believe is a fair
price". It encourages bargaining.
Enable the quote function if you haven't already.

Refuse, and tell them that you have already replied to their email saying no.
I would have stop listed them at that point, as in my experience, people that
expect discounts are the ones that will cause trouble later if you don't
give them the discount they demand.

for all items types were added to the database about three years ago. There are
still a _lot_ of sticker sheets that do not have packing dimensions, so any that
are missing would be appreciated.

If you only take payment via paypal, then you can use pirateship and link it
to auto pull all orders from paypal. or use shipstation within paypal.

If the stamps were bought at the post office, they might have been misprints
and would show as not rel/counterfeit.

My most used manual invoice is labeled "whatever is cheapest" and I do
occasionally get people that go around instant checkout and use that instead,
but it's not many.

My question then, as a buyer, do people just prefer the instant checkout? Is
waiting for an invoice not that common anymore? Should I just remove the midwest
tier? Every dollar counts for me, but for buyers is it not worth the wait/time.

Yes, absolutely. Also I took a look at your terms. It looks like only those buyers
who live in the states you designate can use the Manual checkout option. I understand
what you are trying to do but maybe you could make it a bit clearer and advertise
the discount ?
For example, in your terms, under shipping, write some text that buyers in these
specific states can opt for a lower shipping cost if they use Manual checkout.
But in the shipping description, I'd leave this out so that buyers who want
manual who do not live in those states are not turned away to buy from someone
else. It's confusing in my humble opinion.
In my experience, 99% want IC - its faster and easier for them . I offer local
pickup for anyone in New England and and tell them how to do this - manual checkout,
write a note asking for local pickup on order and then wait for the invoice.
You could offer this for your local buyers.
