A week after opening the NSS should be enough time to respond en solve the issue.
Check your email spam folder for a message from the seller.

Maybe an E-check. The buyer should cancel the payment on his side.
Then you can cancel the order. Or cancel the order by using the NPB process if
you want to be protected against any feedback. The buyer can choose the option
to cancel and accept the penalty.

And because these 3 NSS were once active at the same time, our store has been
suspended.

Three NSS have to be completed to close a store.
Three pending NSS doesn't close a store.

  
We tried to contact admin for over 5-6 times over the past 2-3 weeks but there
is zero reply from them.

Current backlog is a few weeks.

  
Could anyone kindly let us know how we can have our store re-opened?

There are some Dutch stores which offer Ideal through Stripe.

Apparently they use a program called Bricqer and can invoice with a link to pay
by IDEAL, Bancontact, SOFORT banking, Giropay, EPS, Przelewy24.

How do I block such individual?

What a seller should learn is why a buyer wants photos and when and where to
take photos.
Many times, it does not make sense to take photos:
- a used set of 200 pieces. The description "parts in good condition"
should be enough in most cases. You cannot take photos of all parts from all
angles. But some times, one photo of printed parts or stickers would do the job
and help buyer trust the condition and your description.
Sometime newbies don't know that if a couple of items are in bad condition
or missing, I still send them. So I aknowledge in my response "if a mistake
happen and there is any missing or broken part, I will send you missing parts".
In some cases, they committed to buy even though I did not send any photo (I
remember once this happen for used set 928).

- when it comes with the condition of box and instructions, it totally makes
sense for a buyer to want to see photos. They are paying more to buy the set
with box, so they have to see photos beforehand.

Despite what other people said, between 25-50% of times, the users who request
photos commit to buy from me.

I suggest you focus on learning and understanding buyers' needs, rather than
stop-listing some users for such reasons.

Thank you for the wisdom. However, in this modern day and age, it's very
easy to 'acknowledge' receipt of the pictures and say 'Thank You".
It costs absolutely nothing. I am not concerned about the lost sale, as this
hobby is NOT my livelihood. It is the wasted time as, in addition to taking pics,
I invested time in checking inventory, sorting parts, ... etc

You probably can use the pictures in the future.

have them investigate where the package is because as u can see in the immage
it took post nl a while to sort everythin out. On January 26th seller contacts
me the package has arrived at his place again. And a big white sticker was covering
the rest of my name but for 12,50€ he would resend it to me.

Here my question: do i have to pay again for shipping?
If we cancel the order: can i only get back what i payed w/o shipping fee?

He states that in his Terms he stats "shipping on your risk" is that
even legal here on bricklink? afaik seller takes shipping risks.
What should i do now?

Resending is for the buyer.
If you want to cancel the order the seller also has to refund postage.
