Have you opened an NSS case on the 'report problem' link on the order
page?
You paid for an order and have not received it (nor received a refund) so that
may help get the seller's attention and to get them to communicate with you.

In addition I note this seller only offers inpost lockers as a delivery option
in the UK.
I don't know how that works for paypal and proof of delivery but how can
they as a seller prove to paypal it was you who collected it? What's to stop
the seller shipping to their local inpost locker then collecting it themselves?
That as a sole delivery is fishy IMO.
I would also try and speak to someone at paypal - they can be more responsive
on the phone in person rather than just via their automated online processes.

As Stuart said the 'known colors' list is populated from the part appearing
in sets.
So I'm afraid there is noting we can do to fix this.

It could just appear that way over the black and printed in a different factory
for the blister pack?
I suspect both are supposed to look the same even if the result is different.
Having said that these 2 heads will be merged soon unless action is taken to
differentiate them.
Jen I don't suppose you still have the blister pack around do you? We need
to be sure it's really medium blue and save it or at least add a note to
the entry explaining a variation in color.

Oh so fast.
Is it an exact match to medium blue?
If so and if there is really such a clear distinction I think 2 new entries are
needed (with different pb numbers so they don't get merged).
It's not safe to edit the existing entries because I bet there are a lot
of sellers with the wrong stud type so just changing the color on 3626bpb0844
will lead to wrong listings where if people want the edited medium blue version
they will be disappointed.

Anyway I've got some interesting insights on this item, and maybe it could
be added to the catalogue.
Recently I bought the Set 4000001-1 (Moulding Machines). My set is not one of
the 68 items but one of 60.
This is the information I got from the seller:
x/68 sets were given to participants of the Lego Inside Tour.
x/60 have been a present to executives and special employees (that helped building
the mexican factory) of Lego.
I can send more proof to admins if necessary.
Please understand that I have to black out the number. The seller is otherwise
clearly identifiable.

That would be great thanks for noticing.
I fixed the one below using an archived image (hard refresh will be needed) but
we have no alternative images for the rest.
