Correct, the IA deleted this item in total of 4 for change it in the minifig
item but that is only one and there was no change to 3.
There are 3 other in use on the platform. (2x grey box and 1x flame item)

You can find them both on the instructions front page.
And on step 9.
| Following the instructions, it seems indeed that the Shell truck has light gray
wheels, I can't find any spare ones though, nor can I find a parts list.
All three small cars have white wheels though, so there is definately a maximum
of 1 car with light gray wheels.

I wonder if 4085c (which only is in 2 Cars inventories from 2011) could be a
mistake.
Both set 8639-1 and 8679-1 were inventoried by sealed set contents though.
Both had 4085d added later as alternate (source unknown).
Both inventories were confirmed by Stefaan (source sealed set), who also added
4085d to the catalog in 2010.
Maybe we could at least ask Stefaan to check the variants he has, so we might
know for certain 4085c came in these sets, IF his sets have this variant.

is the USA version, is the international (Europe+) version.

Seems the only difference is with the variants
But it’s not certain the difference is real. That may mean the a variant was
never put in the international version but it may also be due to a sampling bias:
it was not found yet or it was found but not reported.
Of course, there’s also differences in boxes and maybe instructions.

This set was redesigned during production. Please see the note at the bottom
of the inventory:
Redesigned during production.
There are at least 2 different versions of instructions for this set. The differences
for the second version are indicated in this inventory in the Alternate Items
section with Match ID 99.
Quick overview of redesign: The 3-point hitch is strengthened to handle heavier
implements. Also, a spacer and a 1 x 8 plate are added to the main implement
and two 1 x 1 plates are added under the seat.

If I'm correct, it was WDR itself that did the printing to hand it out to
the employees.

Change will not be accepted!
Please see the Inventory Note at the bottom of the inventory for this set:
"In at least one sealed copy of this set, two additional white 3004 Brick 1 x
2 were included to build an alternate model shown on the box. These bricks are
currently included in the Regular Items section along with the one white 3004
Brick 1 x 2 necessary for the main model. It is unclear whether every copy of
this set included the additional bricks."

no, read below inventory
Redesigned during production.
There are at least 2 different versions of instructions for this set. The differences
for the second version are indicated in this inventory in the Alternate Items
section with Match ID 99.
Quick overview of redesign: The yellow 1 x 1 cone at the end of the fire hose
is inverted so the large end is pointing out. A yellow 1 x 1 round plate with
hole is added to the large end of the cone to hold the water plume.
