| There is no Bottom Groove like shown for 44301b. However the stud underneath
is hollow instead of filled like the picture for 44301b suggests.

Parts List has Yellow Hinge Plate 1 x 2 Locking with 2 Fingers on End (Undetermined Type) 44302 listed. Comparing the set purchased at a local store with the pictures provided under 44302a or 44302b, I can determine the part to be 44302a.

instead of the old variant. Many sets have an alternate minifigure for that, but the current guideline says the new variant should only be added as an alternate part. Has that been changed recently and what should I do?

No. My minifig has the old head.
|
We don't add alternate minifigures if the only difference is the stud type
of the head. So in this case you can add ovr037a as an alternate to the set
inventory and then I will add an inventory note to say that this minifigure has
been found with both b and c type heads.

Another nice catch! 
I looked over the "Inventory Change Request" help page, and it seems that there
is no mention of this at all. And there really should be. I will go ahead and
update that help page sometime today.
