Yes, you can create the inventory here:

However, you must have a brand new set in hand to create the inventory for this
set. Let us know if you run into any difficulties and need assistance.

I don't have this set, so I am unable to complete the inventory. The submitter
of the set inventory did not add inventories for any of the figures - the existing
inventories of the other figures in that set were done by five different people.
There has been some discussion behind the scenes about requiring that minifigure
inventories be completed before the set inventory is approved. However, this
is not currently a requirement.
The best I can tell you is that I will try to look at uninventoried 2018 minifigures
when I get some spare time and see what I can do about adding their inventories.
