its originally from lego. so yes.

Seems clear that the wrong leg got put on the assembly and somehow made it through
the entire production process for the CMF set without getting caught.

The printing looks intentional on the yellow leg.

Look at parts with a bright light magnifier. They do this all the time.

Why would there be a black border around white print on a black part?

The printing looks intentional on the yellow leg.

I believe this is the industry standard. Paint slightly over a light color with
the same color as the part to prevent the lighter color from showing edge chipping
from long term play wear. Could be wrong.
