The official piece count for this set is 146, including the spare rubber bands.

I came to update this to say 4 spares, but saw your update in the change log.
Only 4 are required to build both the creatures, and to make the combined build.

Which should take precedent here? Separating the 4 unused bands would be more
useful for me.

The guidelines for how parts are defined into inventory sections on BrickLink
is what takes precedence.
