So I had purchased something from a seller, but after weeks of radio silence I
learned that his store was closed because many other people reported that they
never received their orders from him. A week later, he finally messaged me, and
other buyers, citing mental health issues, and offering refunds and half-off
purchases, and I told I wanted my money back. Three weeks later, and he's
still has not responded. This brings me to my question: has anyone had a problem
with a seller on Bricklink so bad, that it resulted in you taking legal action?

I don't think you need to take legal action - just file a PayPal claim. And
start an NSS on BrickLink.

You should do the PayPal (or Stripe, depending on how you paid) claim then -
especially as it's been so long.

you are wanting to take legal action againist someone over an online Lego purchase
who just told you they have Mental Health Issues...?

suggestion: do not confront the Mental Health Issues guy, take what you can get
from PayPal & silently walk away....
