I made a custom email notification for my wanted list, but it's still sending
me the default one. Under "Customize E-Mail" at the bottom of my wanted
list settings, it even says "I am using: Custom." What am I missing to
get it to work?

The notification is only when you SEND notifications, not when you receive some
(as it depends how the seller set it up).
