When you are creating MOCs for other people to build it (and not just for yourself),
when should you use a newer part over an old one, when both do the same job,
but are not similar in mold type?
Example:
The old and new driving rings (6539 / 18947)
The old one is 2L and clicks twice, the new one is 3L and clicks once.
So they are not 1:1 replaceable.
Both do the same job just fine, as long as they can be fit into your design.

My feeling is, I would always use the newer part, when it works without compromising
my design.
And I would use the old part, when it can do something the newer one can't
(and I absolutely need or want) and it's still "readily available"
(whatever that means).
In the above example, when I absolutely can't fit a 3L driving ring,
I will still use the old 2L.
Although, the price is like 4 times the newer version's. So I probably shouldn't...?

When will people cook you alive using an old, out of production part over a newer
alternative?
"The new part is compromising my design" might not be a valid excuse
in all cases for your fellow LEGO builders, am I right?
Is there some "best practice" to this, and when is it OK to ignore it?

It's not really a matter of "should" or "should not"; it's
really up to you. There are many designers who use the full palette of lego elements
available, including both old and new parts.

When designing MOCs, I generally limit myself to new/cheap/common parts. I don't
want to bankrupt the buyer (or myself) trying to build the MOC. That being said,
I may occasionally use an older part if it provides a particularly elegant solution
to a design challenge and is still available in sufficient quantity.

Just my 2¢ (or $10)

You forgot: And when the newer variant is so new it’s not yet “readily available”,
do you still use it?

Maybe the rule should be to do what YOU would expect?

Anyway, it seems to me some people don’t care at all for prices (or even buildability…):
